“No fear in subduing criminals”… South Korean police conduct ultra-realistic training using ‘extended reality’

It was a ‘critical’ situation where even the slightest hesitation could lead to disaster. How should the police respond?

One police officer installed an air mattress on the floor of the first floor of the building in preparation for an emergency, and the other one forcibly opened the apartment door while carrying an electric shock baton. The police repeatedly shouted at Mr. A, who was causing a disturbance, “Calm down. Drop the knife!” and when he did not respond, they quickly struck down the knife in Mr. A’s hand with a baton. This place, reminiscent of a real-life situation, is the training site of the police’s extended reality (XR)-based training center.

In the future, police training and practice similar to actual security situations will be possible. The police will be the first in the world to build a simulation training system based on XR to modernize police training.

According to the police and others on the 5th, the National Police Agency will build four XR-based training centers in major locations nationwide by 2025 as part of its goal of improving police officers’ on-site response capabilities and strengthening their job competencies.

The XR-based virtual training centers will consist of a total of four locations: △ two medium-sized training centers measuring 250 pyeong for individual and team training, △ one large-sized training center measuring 450 pyeong for individual, team, and group training, and △ a comprehensive training center measuring 1,000 pyeong for large-scale training. In the case of the comprehensive training center, it is planned to be installed in the Central Police Academy Comprehensive Practical Training Center, and a budget of 43.3 billion won will be invested for the new construction.

In order to build a simulation system that will be installed in the center, △ a high-quality 3D virtual training environment for providing a fully immersive training environment, △ training software in the form of an authoring tool that can simulate, and △ automated operation software for operating the entire training center must be developed. Through this, the plan is to establish a digital live operation system that automates the entire training process, including police officers’ training preparation, training performance, review, and evaluation. The budget for creating the system is 24 billion won.

Above all, it is necessary to develop a high-quality scenario so that the police can respond correctly to dangerous situations that may suddenly occur at security sites. In the future, the areas of scenario content to be introduced at security sites will be divided into a total of 12 or more areas and produced. The focus is on providing a realistic immersive environment for various emergency situations at security sites, including traffic accidents and investigations, as well as crime scene investigations, violence, murder, gambling, and crackdowns on prostitution. For example, the scenes of the ‘Incheon inter-floor noise, weapon attack’ incident, and the ‘Seoul stalking victim death’ incident, which recently sparked controversy over the police’s poor response, can be reconstructed to enable recurrence prevention training.

A police official said, “We will successfully build an XR-based virtual training platform to create a more advanced virtual training system that guarantees the safety of police officers and citizens.”

The system for building an integrated future XR-based education and training system applies the domestic virtual training common framework (VTB-X: Virtual Training Block) of Naviworks, an IT company that is the only one in Korea used by the National Defense, Coast Guard, and Fire Department. Koo Bon-hong, Naviworks’ Chief Investment Officer (CIO), said, “In order to properly operate a training center, it is essential to have professional personnel such as education managers, instructors, evaluators, controllers who operate the entire system, and IT experts,” and suggested, “A separate organization for the center under the National Police Agency should be established.”
