Seoul City has become the first city in the world to implement public services such as taxes and civil complaints in the 'metaverse', claiming to be the 'first mover'. Attention is being paid to whether 'Metaverse Seoul' can be established as a service that not only young people in their 10s and 20s but also the digitally disadvantaged can use.
On the 16th, Seoul Mayor Oh Se-hoon held a press conference for 'Metaverse Seoul' and announced that he would invest 2 billion won in a budget to realize the values of 'freedom, companionship, and connection' and implement various public services in the metaverse.
Anyone can freely visit the 'Mayor's Office' in the metaverse, greet the Mayor Oh Se-hoon's avatar, and receive suggestions and answers regarding city administration. A Seoul City official explained, "Mayor Oh does not respond directly, but the opinions suggested by citizens are linked to 'Seoul as Imagination' and reviewed by each department."
'Reality-integrated spaces' such as a youth mentoring virtual counseling room, 120 civil complaint chat counseling, civil complaint document issuance, and Tax Square (local tax service) were also created.
The Youth Mentoring Avatars are 'The Little Prince' and 'The Bee'. An environment has been created where teenagers who may feel uncomfortable with face-to-face counseling can receive emotionally comfortable counseling within the metaverse.
120 Civil Complaint Chat Counseling is conducted through chat counseling to improve the problem of voice counseling that occurs due to differences in volume and pronunciation for each individual, and 7 types of administrative documents, including resident registration copies, can be issued anytime and anywhere.
If you visit Tax Square, you can calculate and calculate automobile tax, property tax, and acquisition tax in advance, and ask about tax information you are curious about through chat counseling with a 'chatbot'.
Since 'Metaverse Seoul' is the first city in the world to be attempted in the public sector, it is also receiving great interest from overseas. Last year, it participated in interviews and conferences with 20 overseas organizations, including Harvard, MIT, McKinsey & Company, and the City of Vancouver, and shared its construction model.
In particular, the US Time magazine selected 'Metaverse Seoul' as the best invention in the metaverse public sector last year.
Accordingly, 'Metaverse Seoul' is expected to play the role of a first mover (a leader who pioneers new fields) so that it can establish itself as a new concept of public service standard model in virtual space.
The city plans to implement real estate contract services through the metaverse this year. It is also preparing to enable disaster simulation training through the second phase of the service.
However, there are concerns that the users of 'Metaverse Seoul' are limited to the youth generation in their 10s and 20s, and that the marginalization of the 'digitally disadvantaged' is accelerating. One of the areas that the Seoul Metropolitan Government is struggling with the most is the new 'Easy Mode' that will provide more familiar services to the digitally disadvantaged.
Mayor Oh expressed his concern, saying, "Metaverse is a communication channel that young people can easily use, but it will be unfamiliar and psychologically resistant to older people," and "It will take a considerable amount of time to adapt, and that is the biggest problem."
However, he said, "The easy version will soon be prepared for the second stage. KakaoTalk was like that at first. If it is judged to be very convenient to use, its use will increase." He added, "The metaverse will become an important means of communication in the future and a huge trend, so we will upgrade to an easier version from now on while observing the level of use."
